Jeffery Taylor is the Executive Director of the 5 Strong Scholarship Foundation – Houston, where he leads the organization’s efforts to expand educational opportunities for high-achieving, under-resourced students throughout the Greater Houston area. Since helping establish the Houston program in 2020, he has been instrumental in growing the foundation’s reach, building partnerships with Historically Black Colleges and Universities (HBCUs), school districts, community organizations, and corporate and philanthropic partners.
Under his leadership, the Houston program has earned a 97% four-year college graduation rate, providing full-tuition scholarship opportunities and comprehensive student support services that guide scholars from matriculation through graduation. Jeffery’s vision is to position 5 Strong not only as a scholarship provider but as a premier HBCU enrollment, student success, and leadership development partner.
Before leading 5 Strong Houston, Jeffery built a distinguished 23-year career in the right-of-way and transportation industry. He served as a Senior Project Manager, overseeing complex infrastructure and transportation initiatives across Texas. His leadership contributed to several of the state’s most significant transportation projects, including the North Houston Highway Improvement Project and the Corpus Christi Harbor Bridge Project. Throughout his career, he successfully managed stakeholder engagement, community outreach, project coordination, and strategic partnerships while working with public agencies, engineering firms, elected officials, and community leaders.
Jeffery combines his extensive project management experience with a passion for educational equity and servant leadership. His expertise in strategic planning, partnership development, fundraising, and community engagement has helped strengthen the impact and visibility of the 5 Strong Scholarship Foundation throughout Houston.
A dedicated advocate for education and community service, Jeffery is committed to ensuring that talented students have access to life-changing opportunities through higher education. His leadership continues to inspire students, families, educators, and community partners while expanding the foundation’s mission of transforming lives through access to Historically Black Colleges and Universities.
